This piece of legislation is penned by Thornheim resident Mun Ogla. In this foundational piece, various procedural policies of the Outpost's Half-Congress are enumerated, approved, and passed into law.

An Order To: "Create the procedure of 'Terra Taka'"
Mun Ogla,
Congydwarf
Ridgesite Complex,
Thornheim.
I will use certain terms in this bill:
- Chamber- The Half-Congress.
- Terra Taka- The act of Chamber claiming land as ‘Public Land’.
- Public Land - Land owned by the Outpost inhabitants, run by the Chamber.
In this bill:
It is my wish to establish the procedure and system of ‘Terra Taka’ to be bestowed to Chamber for the following reasons:
- Allow Chamber to officially claim Public Land.
- Allow Chamber to allocate the purpose of public land on a case-by-case basis.
- Allow Chamber to protect buildings and areas.
It will be, that Chamber is bestowed the power of ‘Terra Taka’.
It will be, that ‘Terra Taka’ submissions be voted on by Chamber to execute the power.
It will be, that any private property which is to be taken under Terra Taka be claimed only if:
- The person is dead.
- The person is missing.
- The person consents
It will be, that Public Land may be unclaimed or given to a Dwarf by Chamber vote.
It will be, that Public Land cannot be used to build or operate:
- Private Companies
- Private Retail
- Political Material
- Anti-Bormar Items
- Illegal Items
It will be, that Chamber shall decide what is contained within Public Land, constrained only by what is not permitted on Public Land.
It will be, that Public Land is used by Chamber primarily to better the Outpost and its inhabitants.
It will be, that Terra Taka submissions must have a set length, width, and height with attached bounding-box co-ordinates where possible.
It will be, that on the adoption of this bill, Chamber hall, which measures:
- 27 meters in width.
- 39 meters in length.
- 27 meters in height.
Become immediately claimed under Terra Taka, and become Public Land.
It will be, that Public Land can be governed by Chamber, or the Speaker may appoint a Plenipotentiary to run one or multiple Public Land claims.
It will be, that this office of management of one or multiple Public Land claims be titles the ‘Landy Dwarf’.
It will be, the office of the Landy Dwarf be dissolved and established, appointed, and removed at will by the Speaker.
It will be, that when the speaker undertakes one of the actions proposed above, the Speaker must inform the Chamber at the nearest Chamber session.
It will be, that when the Speaker announces the action to Chamber, the action is recorded in Chamber Minutes.
Section B - Voting:
It will be, that each section of this Bill is discussed, amendments are made and noted, before that section is voted on.
Once all sections are voted on, this Bill is ratified with the specific sections being included or omitted.
It will be, that the bill be officially called “Half-Congress One | Order #”
It will be, that # is replaced with whichever order this bill is at the time of its passing.

This bill was tabled and voted on in Congress on the sixth day of the second month, 805. The results of the vote are:
